Adhesive vinyl, sometimes called pressure sensitive vinyl or just vinyl, has a paper backing that acts as a sticker once removed  and is meant to be directly adhered to a surface like a cup, window, car, etc. HTV, sometimes called iron-on, does not have a paper backing and instead has an exposed adhesive that is activated by heat AND HEAT ONLY. HTV is typically applied to fabrics such as t-shirts.
